The state government by notification declare its intention to constitute any area as a sanctuary. All claims need to be settled by the collector and rights acquired subsequently.

Grazing and livestock entry in all forms is banned
No alteration of boundaries of National Parks are permitted except on a resolution passed by state legislature
Even central government can declare these areas, when leased by state to do so.
